Gentlemen,

I beg to acknowledge the receipt of your

letter of 27th. February on the subject of the purchase of

explosives and quinine for use in connection with the construct-

-ion of the Kowloon-Canton Railway. We have been in communica-

-tion with Nobels Explosives Company,Limited, and we have

ascertained from them that they have a magazine of their own

at Hongkong and would have been prepared to make a contract

with us for the supply of explosives on their most favoured

terms. In these circumstances there was clearly no need for the

Resident Engineer to place a contract with Messrs. Jardine,

Matheson and Company.

I have to request that you will ascertain

the duration of the present contract and that you will direct

that on its expiry fresh arrangements should be made with

Nobel's Explosives Company direct.

I would remind you in this connection of

the correspondence which passed between us last year under

reference B/344/10 on the subject of the contract made by the

Chief Resident Engineer for Jarrah wood sleepers.
